I worked at State of Illinois full-time (More than 8 years)

    Pros

Pension (if it still exists in future and you are lucky enough to be in Tier 1). Holidays.

    Cons

If you are merit employee (non-union), no raises and you will be paid less than union personnel below you. And they can't be fired. Lots of red tape. Too Springfield focused, which has a limited talent pool and people who just bounce around between state entities.

    Advice to Management

Stop with the politics and PR and focus on mission.
