No room for advancement, Terrible pay, Terrible pay increase schedule - only eligible for 6% increase per grade increase, so if you start in a lower position and earn a degree or two your still confined to the lower pay grade/step.

Employment is stable with decent leave and health benefits. The wages are decent, though not very competitive. Many opportunities to help the community.

Budget cuts prevents room for advancement and wage increases, the use of "grandfathering" (whose been there the longest) promotions versus promoting best qualified candidate, most departments can be "cliqueish" (to include managers).
