    Neutral Outlook

I have been working at State of Nebraska full-time

    Pros

Coworkers are usually like family. Can be very low stress. Basically zero chance of ever losing your job unless you do something catastrophically stupid. And even then. Great benefits and a million days off.

    Cons

The sea of red tape will consume and frustrate any attempt at improvement. Lack of any performance based pay increase means nobody cares about performance. inability to fire people means there is a 50/50 chance your coworker or boss is drunk, senile or incredibly incompetent. Pay is awful for tech and engineering positions.

    Advice to Management

Implement performance based reviews and salary. Trash dead weight. Stop fighting turf wars and harming citizens.

    Negative Outlook

I have been working at State of Nebraska full-time (More than 5 years)

    Pros

Lots of time off. People are generally nice.

    Cons

    Everything else. Lazy people.

    Advice to Management

Management is bound by the idiotic labor contract. My advice, don't work there.

    Pros

The pay for consulting work is comparable with the market. Long-term contracts tend to makeup for what appear to be lower hourly rates. The work schedule and stress level tend to be very agreeable. The State can also allow for experience with newer technologies. Depending on the particular State agency you contract with, management can be very good.

    Cons

Contracts can be subject to the whimsy of managers that often take home less money than the consultants. If the management you work with is apathetic about what you do, then it's time to be concerned. Also, recent budgetary considerations have made consultants a prime target for down-sizing. Finally, the pace of work can be painfully slow on occasion, as co-workers (both other consultants and State employees) can sometimes be totally indifferent about project success.

    Advice to Management

Look for ways to build and empower good teams and try to maginalize (or eliminate) employees or consultants that demonstrate no interest in organizational goals or success.
