I am an independent contractor. This means I can work at any time I want. If there is a project, it is usually just a responsibility to have it done. Your employer trusts you. The bosses in Public Health Informatics and Epidemiology are awesome! Very rarely will you find a place you love to work because your boss respects you and allows you freedom within the scope of the department.
Cons
As an independent contractor you have no sick days, paid leave, or holidays. Yep, if it's Christmas and you want the day off, you either work a ton the prior week to make up for the hours you will miss or take the pay hit for that day. You do not get benefits as a contractor. As a state employee, you get very good benefits. Going through HR to be approved for a job is a nightmare. You may be the most highly qualified and intelligent individual in the World, but at the state all that HR sees is 'experience.' Steve Jobs himself could not land a job passed an entry level position because he has not had 5 years doing exactly what they want.

Pros
All government offices are closed for holidays.
Cons
Upper management tend to be forceful and when their philosophy isn't accepted employees are then targeted and harassed until either they quit or are fired.

OK. Not as good as it used to be.

Working for the state at least you have job security. Once you pass the 1 year probation that is. 2 weeks vacation per year, major holidays off. That's about it.
Cons
The pay is lower than the private sector or even the county. State employees have been abused by pay cuts and furloughs. Longevity and cost of living increases have been frozen for years. Health benefits have been seriously reduced. Promotions are very "Carson" centric. If you live in Las Vegas most likely you will be screwed with promotions because it always seems someone in Carson gets it. It's happened to me multiple times. Employees that were lower level or been with the state for less were promoted because they do not move positions down to Las Vegas.

Monotonous work, pay is very low compared to other state agencies with comparable services.

Pros
Holidays off is about the only pro and working with the public!! Making sure people are taken care of. I can’t even think of anything else.
Cons
Micro management, inconsistencies, no flexibility. I can go on and on but I left a detailed comment down below in the other sections.
