I worked at Virginia Department of Transportation full-time (More than 10 years)

    Pros

Great friends and good work relationships between peers. Everyone is committed to the team

    Cons

Leadership of the agency is in turmoil. They are attempting to pivot from a traditional development model to an agile model, but with very little planning and direction. Senior management are jockeying for position and fighting among themselves. Guidance to the line staff is often conflicting and confusing.

I worked at Virginia Department of Transportation full-time (Less than a year)

    Pros

Pay and work-life are good, but lacks room to actually improve as a professional

    Cons

VDOT leadership says one thing but does something completely differently. If you want to collect a check and be a minion of 30 year old practices, go there. If you are a professional and actually care about doing a good job; stay as far away from there as possible because you will be considered as a disrupter of the "status quo" and punished for doing the right thing.

    Advice to Management

Get rid of senior management who have 30+ years and are there just to collect a check OR hild them to a higher standard that puts their employment status on the line if they fail to manage assigned resouces in a more current and impactful manner which support stated Agency objectives. Good talent is being lost because of senior management who don't know how or are unwilling to manage them appropriately.

I was provided a year over year contract, and observed considerable job security for contract workers. I was also provided an MSDN license and other resources.

    Cons

A terrible corporate culture, where lying, undermining, and non-productive competition is wide spread. The managerial structure is excessively top-down, with very poor communications. The work ethic is highly non-productive as well.
