    State agency with higher salaries, complex challenges to solve, friendly and intelligent staff

    Cons

    Highly chaotic and disorganized; lack of leadership; ineffective managers (some good, many not); unable to manage major suppliers effectively; not customer friendly

    Advice to Management

    Step back and plan out, in detail, the road map for achieving VITA's goals, and include customers in the solution.
