This position provides functional and analytical support to drive initiatives and enhance operational efficiencies and effectiveness in all areas of the Field Operations Department.
Duties include: analysis and development of productivity systems to streamline and improve operations; determine performance standards/KPIs and develop tracking and trending tools; conduct rate/fee model and vehicle fleet analyses; prepare and present recommendations to optimize operations; develop action plans and implement continuous improvement initiatives and innovative business solutions.
Operations and program evaluations include: comprehensive examination of work units, programs, activities, processes, and management systems to assess whether they are achieving economy, efficiency, and effectiveness; identifying weaknesses, gaps and/or other areas for improvement in existing operations and programs; and presenting needs analyses and recommendations to management.
Data collection, analysis, and reporting activities include: assisting the department and work units in the design, development, and implementation of surveys and other data collection methods; establishing benchmarks and key performance indicators in alignment with current industry standards; analyzing data through statistical and cost accounting methods; and preparing and presenting results to management and staff.
Performance and process management duties include: researching and promoting the use of performance management practices and methodologies; aligning departmental practices and systems with nationally recognized performance criteria; designing, developing, and implementing continuous improvement processes, practices, systems and programs; building internal systems within the department for performance measurement; and assisting staff with the development of action plans and implementation of optimization efforts.
Strategic and operational planning activities include: facilitating the development and implementation of department/work unit strategic and operational plans; and assistance with identifying measures for tracking performance and progress toward achieving goals, and developing reporting and monitoring systems.
Conduct rate/fee model and vehicle fleet cost and usage rate analysis and provide recommendations for various Public Works operations, to include but not limited to solid waste collection and disposal operations, equipment and facilities maintenance, streets, transit, airport and cemetery operations; develop justification and documentation for rate, fee and equipment recommendations for management and City Council.
Evaluates, designs, and creates reports, spreadsheets, flowcharts, and other necessary documents, including presentation materials and PowerPoint presentations; conducts presentations and training for staff, management, City Council and the public.
Performs other related duties as assigned.
Minimum Qualifications & Special Requirements
Bachelor's Degree in Management Sciences, Organizational Development, Statistical Analysis, Public Administration, Business Administration or a related field. Three years of related professional work experience in organizational efficiency and effectiveness that includes any combination of performance management and measurement, process improvement, strategic planning and data collection and analysis. Preference will be given to candidates with fee/rate modeling and analysis experience.
