Initiate, design, and manage complex multi-vendor projects using industry-standard processes.
Lead design and integration of systems across departments to optimize and automate manual processes.

Interpret existing and new policy, benefit, and contract provisions for use with systems.
Design, develop and maintain necessary application configuration in company systems.
Manage relationship with vendors in coordinating output of printed materials as needed.
Work with software developers to create high-quality applications to meet needs not filled by commercially available off-the-shelf packages. Collaborate with other IT staff to design, develop, and implement multi-channel delivery of digital documents.
Diagnose and resolve system problems. Act as liaison between company departments and IT staff.
Document business requirements and system configuration approaches.
Use SQL queries and reporting tools to gather and understand information. Assist users in creation of reports.
Design and develop QA tests and manage QA / testing efforts for projects.
Train and develop peers in technical aspects of systems and processes.
Participate in special projects and committees and perform other duties as assigned.
Interact with all departments and stakeholders, including external partners and customers. Maintain professional, service-oriented relationships.
Meet department and company performance and attendance expectations.

Work Experience: Minimum seven years application development, business analysis and project management experience in high-complexity environments such as health plans required. Experience developing, extending, and integrating applications into IT systems portfolio is required. Knowledge of benefits, contracts, coding, claims, and other healthcare concepts strongly preferred. Extensive experience with relevant tools such as MS Excel, Project, and Visio required. Experience serving as a technical lead on teams with other systems analysts, programmers, users, and managers required. Experience with testing/QA required. Expertise with document management systems, such as OpenText’s Exstream/Dialogue required. Five plus years’ experience supporting Exstream preferred.
Education, Certificates, Licenses: BS, BA, or equivalent well-rounded education and experience. PMI and Agile Scrum Master certification preferred.
Knowledge: Advanced self-management skills for coordinating numerous, simultaneous projects. Require excellent communication and analytical skills. Strong SQL, relational database structure, and reporting tools skills. Visual Studio, C#, and .Net skills a preference. Extensive knowledge of industry standards and internal PacificSource benefits, policy and processes a plus. Responsible for accurate and reliable maintenance, documentation, and testing of internal systems. Excellent interpersonal skills for working with internal and external customers. Highly familiar with MS Windows IT environments.
