Senior Director, Grants and ContractsAssociation of State and Territorial Health Officials – Arlington, VA
ASTHO seeks a Senior Director of Grants and Contracts to provide leadership for contracting and grants activities performed by ASTHO’s office. The Senior Director will perform operational analysis across all federally-funded cooperative agreement programs and contracts in conjunction with ASTHO project and finance management teams. The Senior Director will manage all aspects of contracts and grants practices, policies, procedures, systems and staff in a framework that assures compliance. The position will take the lead in advancing Grants and Contracts best practices to ensure appropriate internal controls and compliance and encourage continuous improvement of effectiveness and efficiency. The position will oversee a staff of two and reports to the Chief Financial Officer.
Must have Master’s degree along with a minimum of six years prior related experience. Demonstrated 'cradle to grave' experience in administering federal grants and contracts, as well as foundation grants. Knowledge of Department of Health and Human Services cooperative agreement regulations and guidelines would be a plus. Prior supervisory experience required; Proven experience and ability to motivate and manage contracts administration personnel in a dynamic and growing work environment. Ability to work closely and flexibly with internal ASTHO customers of contracts administration and to design and manage processes so as to minimize delays and satisfy customers' contracting needs. Initiative, creativity, flexibility to originate, articulate and adapt contract management policies to serve evolving ASTHO priorities. Excellent written and verbal communications skills and ability to present contract issues and matters to subordinates, superiors, and colleagues. Solid judgment and diplomatic skills. Proven ability to prioritize. Proven team building experience and abilities.
