Summary:

The National Center for HIV, Viral Hepatitis, STD and TB Prevention (NCHHSTP), Centers for Disease Control and Prevention (CDC), is responsible for Federal Advisory Committee Management Services for the CDC/HRSA Advisory Committee on HIV, Viral Hepatitis and STD Prevention and Treatment (CHAC). CHAC isaFederal Advisory Committee chartered under PL92-463, the Federal Advisory Committee Act.

This committee focuses on making recommendations regarding objectives, strategies, policies, and priorities for HIV, viral hepatitis, and STD prevention and treatment efforts including (1) surveillance; (2) epidemiologic, behavioral, health services, and laboratory research; (3) identification of policy issues and opportunities related to prevention and treatment including but not limited to professional education, healthcare delivery, social determinants of health, research, and prevention and treatment services; (4) strategic issues influencing the ability of CDC and HRSA to fulfill their missions; (5) development and implementation of federal programs focused on prevention and treatment; and (6) provide support to the agencies in their response to emerging health needs. Accordingly, the committee will convene April 18-19, 2023.

Duties and Responsibility:

Task 1 - Attend kick-off/initial meeting in-person or via telephone conference with CDC project officer at least two business days prior to April meeting to discuss tasks and deliverables. The Contracting Officer Representative (COR) will provide an agenda. The contractor will not be required to provide minutes to the kick-off/initial meeting.

Task 2 – Attend a two (2) day CHAC hybrid meeting in person at the CDC Roybal campus, however, the vendor shall have the option to perform the services via zoom during the meeting dates of April 18-19, 2023.

Task 3 - Record via tapes and take notes via laptop during the CHAC meetings. Contractor shall supply their own recording device and tapes of their preference. Digital recordings are allowed.

Task 4 - Dissemination of Executive Summary and Transcription of Notes:

Submit a draft of the Executive Summary by June 5, 2023, to the COR. The Executive Summary shall include any resolutions/recommendations and potential agenda items that were discussed during the meeting. The Executive summary shall be no more than two pages unless otherwise noted by the committee manager, co-chairs, or the Designated Federal Officer (DFO) after the meeting. Use font size Arial 11 throughout the summary.
Expand notes and transcribe tapes to produce detailed draft minutes for the CHAC meeting; Use font size Arial 11 throughout the minutes; use only font size Arial 14 and 16 for headings in the minutes; margins (normal) 1 inch all around; and follow the same format as in the sample CHAC minutes.

Submit the draft of the minutes by June 5, 2023, to the COR.

The COR will disseminate the draft minutes to speakers and members to review for comments. Edits to the Executive Summary and detailed minutes will be sent by the COR to the contractor to finalize no later than June 30, 2023.

Task 5 - Finalize minutes for the CHAC meeting and send to the COR for final review and acceptance by July 7, 2023.

Beneficial Qualifications

Bachelor’s degree from an accredited college or university with a preferred major in public health, business administration, marketing, digital design, communications, or a related field. Strong experience without a degree will be considered if this experience is directly related to supporting online events (meetings, webcasts, webinars, online conferences, etc.).
Proficient in MS Office Suite (Outlook, Word, Excel, PowerPoint).
Prior experience working with the Zoom platform.
Experience in a technical support, client support, or customer service role.
Ability to create video graphics such as opening images, lower thirds, etc.

Period of Performance

The anticipated period of performance is 04/10/2023 to 7/30/2023.

The CHAC meeting date is April 18-19, 2023.

Working Conditions

The services will be performed at the CDC Roybal campus; however, the vendor shall have the option to perform the services from the vendor’s facility via zoom during the meeting dates of April 18-19, 2023.
