Creative control is dependent upon the project. You either hire a trained professional to make educated design decisions or you hold their hand through the whole process. Graphic Designers are educated in the use of white space, visual hierarchy, call to action, and psychological aspects of color and placement. I feel like this is a question about the company's control over the design process.
