Persistent sense of helplessness! Talented professionals are unable to do the jobs they were hired to do due to extreme centralization of power by business with unclear decision rights, and the absence of effective governance.
This organization has become well known internally (to all levels) and externally for its dysfunction, yet there is no realistic mechanism to correct it. Leadership is insulated from consequences, and structural issues just gets worse regardless of feedback, high turnover, and external scrutiny.
What makes this particularly demoralizing is the loss of exceptional executive leadership. Four of Chief Officers who resigned were highly capable, respected leaders with deep experience and strong strategic vision. Despite this, they were not allowed to lead their portfolios and were overshadowed by business. Two of these executives resigned within their first year, which speaks volumes about there is no hope for a fix.

HR is largely indifferent or ineffective in addressing serious workplace issues, including intimidation and bullying, further reinforcing a culture of fear and silence.
