After applying online through USAJobs, I received an email a few months later from the hiring manager indicating I had been forwarded to him by HR. The phone interview went well, but the hiring manager seemed to be trying to actively dissuade me from the position. He then followed up indicating he would like to fly me to DC for another interview. I follow up a week later to determine if this would be happening and received no response. A month later I received the standard email from USAJobs indicating that the position had been canceled. Overall, the experience struck me as unprofessional.
