They are not clear about the expecataion from the candidate. Its almost like they decided to create a position on the fly, without having proper understanding of that department's actual need. Accepting this job will be foolish, as misguided objectives can later be used to put blame and deflect responsiblity for mistakes. It is pretty clear why this company has sharp negative and fake positive reviews. Please understand your organization better before interviewing people and wasting their time.
