HR will contact and schedule an interview. Interviewer don't know about the time management. Don't even bother to ask sorry, even after 15 minutes delay. Please ask the developer to develop some etiquette. Interview is not about asking questions and getting the answers. When candidates ask some questions, be always happy to answer about the origination.
