Brief HR phone interview and then proceed to user interview. The user interview panelists are (1) Specific function HR (2) Direct manager (3) Direct manager's boss
The real deal is at the user interview which can take hours of conversation to assess whether candidates are really a good fit to the culture.

Sometimes the recruiter mention where you are going to be stationed at, as the positions are available nationally. Sometimes you can choose, most of the time you cannot.
If you have master degree, you can bargain for higher salary/benefit.
