I had a similar experience to that of another reviewer. Very odd. The process included an online questionnaire that offered continuum-based answering (e.g. "rarely true", "sometimes true", "usually true"). But many of the questions already had the word "sometimes" -- "Sometimes I gossip at work". "Rarely true"? Doesn't that then mean sometimes rarely?! Very odd. An "SAT-style" aptitude test also.
Then the interview process went all the way through several levels of management, seemingly ending with at least a low offer (otherwise, why waste all of our time?). But no. Were they just doing a salary survey, or perhaps "test driving cars with no intention to buy"? Ask if this is the case.
