North Carolina General Assembly interview questions

An approximately 2.5-3 hour, multistep interview. There was a mock scenario I needed to write a brief analysis memo about. I then presented my analysis to ~10 staff members role-playing as legislators. They asked questions about my analysis once the presentation concluded. That role-play then transitioned to a panel interview with the same people. They asked typical behavioral questions, questions about past experiences, and "how would you approach this scenario" type questions. Once that finished, I had a friendly and very informal interview with the Legislative Services Officer, who oversees the different divisions of the NCGA. I think that was mostly to see if I could think on my feet and hold a nice conversation.

Called me weeks after the opening was closed to ask if I was still interested. Came in for 3 interviews, went through all of them with flying colors, all lights were green. They asked for referrals but because I recently immigrated I didn't have a US job history, they made me dig up a referral from a US college I spent a semester 1 years ago, instead of actual relevant ones. Did all that. A week later I asked for an update and was told they want to bring me in for a 4th interview. Two days later I get a one line email telling me they are going to reopen the position. I asked why, and was told a flat out lie. "We decided we want someone with this and this experience". Something that never came up during any interview and was not mentioned in the job description. I actually did have plenty of experience with the newly made up requirements but that was flat out ignored. No way to treat people and frankly, I'm glad I discovered how to treat employees before I got a chance to work there.
