I would proceed with caution when interviewing with this company. Most of the people I met were very pleasant.
However, imagine a candidate goes through four rounds of interviews—including a meeting with the CEO—only to be ghosted for two months. At the end of all of this, they didn't have the professionalism to say directly that in actuality they don't have budget for this role. The third party recruiter had to do it for them and look like a fool after they verbally stated they wanted to move forward with hiring.
I can't say that these are bad people and sound leadership and actually living what you say you're about seems to be lacking.
