      Description S.T.A.R. Programs is a non-profit agency that provides residential care to youth (ages 12-18) and transitional housing to young adults (ages 18-21) in the foster care and the juvenile justice system. Our staff work directly with the youth to provide structure, supervision, behavior management, and support.
