Alameda Health Services (AHS) operates as a public entity, exempting it from certain labor laws that apply to private employers. On my final day of employment, I was issued a paycheck that subsequently bounced. Despite multiple attempts to obtain a replacement, my inquiries were disregarded. Ultimately, I received the wages owed to me, but only after filing a claim with the Labor Commissioner’s Office. AHS delayed its response for five months, addressing the claim just a week before arbitration. The Labor Commissioner’s Office informed me that, as a public entity, AHS was not subject to penalties for issuing insufficient funds or delaying wage payments—penalties that would have been enforceable had it been a private company. As a result, AHS can withhold payment without immediate repercussions unless the affected employee pursues legal action in the courts. Additionally, the organization was unable to provide any explanation for the payroll discrepancies, indicating significant financial mismanagement. The workplace environment was highly challenging, with ineffective leadership and systemic disorganization. Given these experiences, I would not recommend employment at AHS.

Pros

The mission is solid, this is the county’s safety net provider. As such many of the patients are at more advanced stages of illness than is typical. An operational director has opportunities to change how care is delivered here.

Cons

As is usual for a safety net, funding is a constant issue. Most of the current budget issues are related to national level funding that the company can’t influence. However some of the money problems can be attributed to questionable decision making locally and a seeming lack of cohesive financial strategic planning.
