None between low management and employees and none between low level management all the way to upper management. For example, on day 10 of a 16 day DOT job, upper management had absolutely no clue that the project had stuffed major set backs from equipment breakdowns to scope of work and mix design failures, and had no clue that the project was less then one tenth complete. The Heavy Civil division is crippled by lack of knowledge and experience from project management all the way down to MOT.
