Bad & unqualified Management. They follow and do only what japanese HQ requests, and afraid even to say own opinion . Totally old style working attitude. Very difficult to communicate with japanese employees, most don't speak english. Japan HQ ignores geman offices. Engineering tools are chaotic. Bad or undefined processes. People work by feelings.
