The beaurocracy can sometimes be heavy and slow Upper management in the corporate ecosystem (outside ESD) can sometimes be inneffective and lazy and spendings in a few small instances reflect that Consultant mindset but with less than consultant salary, especially in junior to mid level employees

Fair pay, good flexibility, focused on wellbeing
