Even if you have your supervisor on your side, their supervisor, and even THEIR supervisor on your side, there's a bottleneck in upper management somewhere that slows the whole process WAY down. Yearly bumps to accommodate minimum inflation occur routinely, but other changes move at a snail's pace.
