Management does not value its full-time staff, which has contributed to significant turnover. Salaries are well below market rates, and many software developers could earn substantially more elsewhere. Egregious favoritism/cronyism is normal here. It warrants further investigation. Some examples: a former developer was hired as a part-time remote contractor at a premium rate to perform routine tasks, while full-time developers working in the office continued to be underpaid. A long-tenured employee was terminated after attempting to mediate a minor complaint raised by a lower-level employee regarding a favored colleague.
