      Pros

      -Flexible training. -Facilitate lateral transfer easily. -Mediocrity is adequate performance.

      Cons

      -Pay is low, lowballed, and difficult to negotiate. -As a whole the organization runs slowly and is internally convoluted. -Staff morale is generally low as all requests from chairs to process have to be bureaucratically approved. -HR as a whole is slow and forgetful.
