Corporate Officers are negligent and disconnected from operations' needs and wants. Corporate officers running not for profit as a for profit company. No real HR or Policy enforcement so the culture is highly toxic. Employees mooching off tax payer subsidies. Inefficient, insecure and error prone from TOP to BOTTOM.
