No training; flying by the seat of their pants. No standardized system or procedures. Only learn by trial and error, and supervisors are angry with their workers, their bosses, and the customers. Inefficient, ineffective; a system so patched over and held together with spit and bailing wire that, should fewer than half of a department's employees be out sick on the same day, the company would fail.
