New system implementation just started since then and not yet fully complete. Hence, they tend to hire experienced people to fill up those way-to-go gaps in the system with the skilled individuals who are flexible, creative in problem solving and willing to be the part of the system set-up.
However, the process has been taken quite a few years already with rather slow pace. You will find yourself doing a lot of manual workarounds while system is yet to be fully completed.
