There are lots of management positions so it kind of seems counterproductive. As said above, you're generally left to yourself to figure things out but a lot of people take advantage of not having much direction and end up not doing much of anything. To make things worse, it seems like the management has no idea what is going on at the operational level and when they make changes it's obvious they are clueless on who is doing what.
