We'd encourage you to have a conversation with your manager and your wider team about ideas you have to make things move faster- maybe you're the person that can bring the topic to the table and get the ball rolling for a solution! After all, every team can get stuck in its' patterns.
We definitely acknowledge the feeling of stagnation that can come with a decision taking a long time to be made, it can be really demotivating. However we'd always encourage people to bring these issues to light and disrupt the status quo if it needs disrupting; every persons' voice in the meeting room is equally important.
