Management seems to view any form of initiative or feedback as a personal threat or as someone "challenging the hierarchy." It creates a paranoid atmosphere where you are expected to stay silent and just follow orders. When problems arise, leadership is quick to deflect blame onto the staff rather than taking accountability for their own lack of support or planning.
