California Intercontinental University interview questions

The interview process was normal, but then the recruiter started asking me for all kinds of things, like two government ids, emergency contacts, etc. I asked if I was to assume I was receiving a job offer, and they said not until I submitted that information. It feels scammy and I no longer am certain of their legitimacy as a company. I talked with other people in HR at other companies and they found it very strange I would need to submit those things prior to job offer and acceptance. It very well may be legit but it created warning bells for me.

The interview was standard. The company seemed more concerned about if you could keep a secret about their practices then anything else. Nothing special and the interviewer was late and unprepared. Even called me the wrong name when I entered.
