Environmental Design Group interview questions

I was told that I was what they were looking for and that they wanted a phone interview. They rescheduled the phone interview to another day, the day before the phone interview they changed it and told me they wanted to meet in person, I agreed to meet the day I was gone to have a phone interview. Not even 2 hours later they cancelled because I had previously applied for a position in November of 2015. I called the head hunter they were using, to see what was wrong. She told me because I applied in 2015 I cant apply again. After I was told I would be a good fit.
