Started with a phone interview asking about my previous experience and what systems I have used in the past, then we scheduled an in person interview during the phone interview. The in person interview was 1 week later with both managers. They said I’d get a call from a recruiter in a week but never heard back

First you have a phone interview. If you pass the interview you will then have an in person interview. Phone interview is about 10 minutes and the in person interview is about 30 minutes.
