Northshore Utility District interview questions

First interview was a 30 minute zoom call with one person from HR and one from Engineering. I was asked about how my previous work experience fit the role and what experience I had with water and wastewater systems design. Second interview was a 2 hour written exam with both multiple choice and short answer questions plus an engineering plan set review. Right after was a 45 minute panel interview with the same previous two employees, plus two more for engineering. Questions were standard for a government job and interviewers took lots of notes. I was told they had been interviewing for this position for 7 months but had not found the right candidate. Less than a week after the second interview I was told I would not proceed to the next interview, no other feedback was provided.
