Upper management not watching every move. Friendly coworkers at peer level.

Experience and knowledge are not compensated. Why go above and beyond, except more responsibilities or be willing to learn and lead new initiatives, if there are no compensation for the efforts. My boss had tried to promote me, but the efforts were always shot down, who is making these poor decisions to keep valuable people in introductory roles?
