Projects often take shortcuts, with no real benefits for communities and staff at the local level. Local staff are payed way less yet do so much more work on the ground. No bonus, increment is dependent on performance review. If manager does not like you, they will sabatoge your increment and overall growth in the company. Higher management often intimidated by lower ranking staff and therefor do not give them work that will enhance development.
