There are no expectations, so you could do a very poor job and still stay employed.

There are no expectations, so you could do a great job and get overlooked. Raises are minimal. One or two departments continually "phoned it in" and were quite often praised very publicly. But if other departments did their work to the same poor level then heads would roll.
