Baird Sampson Neuert Architects interview questions

I sent my resume in for this position in October 2020. This was just the second lock down was happening. The first time was by phone and went extremely well. However! The second time was disaster on their side and the went quiet when I game my salary expectation which was right in their range. I never heard back from them which means they ghosted me during the interview process. A year later to the day I applied, the EXACT position is open again. Which means either the environment or the boss is bad, toxic or both.
