Business for Social Responsibility interview questions

I completed the recruiter screening and was then asked to do an unpaid writing sample. I was told not to spend more than 30 minutes completing the task. It seemed strange to me that I was asked for a sample before meeting with the hiring manager. I have many samples I could have submitted without having to do unpaid work for them. About 2 weeks after I submitted I was told I was not selected for the job.

I met with multiple levels within the company and provided a writing sample. The questions were largely 'fit' questions. At the end of the process, they said hiring for the position was 'on hold' and I never heard back.
