The guy was making up questions on the fly without knowing what he is looking for. Looks like he is doing some computer science related course :). Altogether one of the worst experience i had from a phone interview. I hope ebay will have some senior guys to take phone screening instead of some junior engineer who is looking for theoretical knowledge
