How would you define systems engineering?

I think of systems engineering in the V-model. Systems engineers begin at the top of the system, looking at all the requirements of the system, then work their way down to successively smaller subsystems to assign each subsystem its requirements such that the requirements of the whole are met. Then they perform testing and integration on the subsystems, starting with the smallest and working their way back to the top so that the whole system works well.
