Peer Global Environment Foundation interview questions

So I originally applied for the position a few days before receiving the first request to interview in their DC office. I had reviewed the job poster and noticed that the recruiting process started during October 2018. I was contacted by an office administrator 2 days after sending in the application, which sounded a bit fishy to me. I had given an amazing first round interview with the CEO (phoned in), the CFO, and their HR Manager in their DC office. I was asked if I was able to start three days later for an Environmental Engineer position and that I was to follow up the next day. When I had followed up the next day, I was told that I was not considered for the Environmental Engineer position, because I lacked ACCESS experience, but the position was only active for 6 months anyway. I was then to be considered for another position in Baltimore, MD as an Environmental Planner/Scientist, which is honestly more fitting to my experience and skillsets anyways. Originally had scheduled to conduct a phone screening with a hiring manager in the Baltimore office on 02/25, had waited at the scheduled time for about 10 minutes and had not received a call from him. I then called him and he had forgotten, then he confirms that he is available on 02/26. 15 minutes later, he emails me with a postponing because he forgot that he had a lunch meeting. So at this point, two cancellations, and finally agree to 02/27. Originally was supposed to be a phone screening, but had decided on an in person with the hiring manager and his colleague. I had read on glassdoors interview reviews and had seen a similar story. So it is not a first for them. The second meeting in Baltimore went well. I had confirmed with the hiring manager that this interview was not for the Environmental Engineer position, but for the Environmental Planner/Scientist position. The main hiring manager confirmed this and I also had asked if Access experience was a primary component of the job, I was told that it wasn't. I asked about next steps and the hiring manager said that I would hear back in two weeks. I had asked a family friend who had professional connections with PEER's CEO to provide a reference for me and he had heard that I had an impressive interview and I am being considered seriously and that I may receive an offer. Sadly, I followed up today and was told that I was not extended an offer only because of my lack of Access experience. I do not think that was the most well thought out way to explain my feedback. This firm seems very disorganized and had been sharing mixed information.

I applied the position online, and got the call for an interview after a month. Then they cancelled the interview right before the day, and said will send me other times to pick to reschedule the interview. But they never did. Weeks later, I got an email asking my time for a phone interview. I provided my available times but they didn't schedule a time with me. They finally called me but not in my available time I wrote. Nothing after this.
