Raising The Village interview questions

Phase 1 pre-written assignment prior to a phone screening interview. Phase II then an in-person interview which was two parts - written and interview. If you then recommend a person to a 2nd position after the first phase, why ask them to do another assignment. Difficult just due to the amount of work they ask you to do before actually having you for an interview.
