      I applied in-person. The process took 4 weeks. I interviewed at US Navy (Houston, TX) in Feb 2011

      They're looking for you to be decisive and have a plan for your life. Giving a ROTC scholarship entails the Navy offering a future commission in the Navy. So they're looking for people who have leadership skills.
