Database Developer (SQL) - Project Lead

Concordant LLC is seeking a Senior Database Developer (SQL) - Project Lead to support a public health technology program. This is a remote, 12-month engagement supporting critical disease surveillance and data systems.
About the Role
This position supports the technical needs of a public health program area, including data migrations to a replacement Electronic Disease Surveillance System (EDSS), an ongoing Data Warehousing project, upcoming Electronic Case Reporting (eCR) initiatives, and general Data Pipeline improvements and monitoring. The role may also support related Lab and Disease Surveillance systems and data modernization efforts.
The ideal candidate is self-motivated, team-oriented, and able to work under limited supervision while remaining responsive to priority tasks. You will independently research and design processes, create specifications, develop solutions, lead testing, perform code reviews, and engage directly with the team and stakeholders.
Responsibilities
- Work closely with Systems Integration, Health Data Visualization, and Database Administration teams, as well as program staff
- Participate in system and data migration support, data pipeline improvement and monitoring, data warehousing, and reporting
- Support new solutions for eCR onboarding, import, and utilization
- Plan, design, configure, and develop processes, including SSIS and script coding and automation of data flows
- Coordinate daily assignments with the IT Section Manager and Team Lead
- Coordinate and collaborate with contract, vendor, and internal IT staff
- Ensure assignments are completed accurately and on time; assist with problem resolution, escalate as needed, and report progress
- Advise staff on code conversions, database and query design, optimization, process improvements, automation, validation, and reporting
- Convert current processes to SSIS and Power BI, including rewriting existing SAS solutions to modern coding standards
- Prepare and maintain process documentation, data flows, and diagrams
- Perform gap analysis, gather and document functional requirements with end users
- Assist with project and time management, including estimates and status reporting
- Develop SQL stored procedures, advanced queries, and perform debugging and optimization (MS T-SQL)
- Rewrite SAS code into SSIS packages and Power BI; debug and optimize SSIS
- Develop, modify, improve, and monitor data pipelines and reporting
- Help format and automate data uploads into data warehouse and disease surveillance systems
- Parse multiple data formats including XML, CSV, SOAP, and HL7
- Assist with system, data, and database migrations, testing, and validation
- Support eCR solutions including condition authoring, data import/utilization, automation, and analysis
- Monitor production processing for proper data flow and response times
- Help perform and automate daily maintenance processes
- Debug, troubleshoot, and optimize new and existing processes
- Support related server, database, and software upgrades and new environment configuration
- Ensure maximum system uptime for critical components
- Advise and mentor team members on best practices and advanced topics
- Modify and create processes compliant with security requirements and industry best practices
Schedule
This is a full-time, 40 hour per week remote position. Standard weekday business hours are expected, with occasional flexibility to provide weekend coverage when necessary and preapproved. Total weekly hours should not exceed 40 unless approved in advance. Availability to support critical systems during business hours, off-hours, and weekends as needed is required.
Required Skills
- 3+ years of experience with MS T-SQL (stored procedures, advanced queries, optimization)
- 3+ years of experience with ETL process development
- 1+ year of experience with SQL Server Integration Services (SSIS)
- 3+ years of experience with report development
- 3+ years of experience with data warehousing and relational databases
- 1+ year of experience with HL7 v2.3.1-2.5.1 and ORU messages
- 3+ years of experience with XML
- 3+ years of experience with MS SQL Server 2016+
- 1+ year of experience with security and data classification related to CDC, HIPAA, CJIS, PHI, PII
Preferred Skills
- Ability to manage large data sets (1 TB+)
- Requirements gathering and documentation
- Public health / disease surveillance systems experience
- Statistical Analysis System (SAS)
- LOINC / SNOMED
- FASTQ files and demultiplexing
- R & RStudio
Additional Skills

Pre-Employment Requirements
Candidates must pass a 7-year credit history check, 7-year criminal background check, E-Verify, and must sign a Confidentiality Agreement, Drug-Free Affidavit, and Business Associate Agreement.

- This is a contract position with no possibility of extension beyond the initial 12-month term
Pay: $97,939.20 - $101,520.00 per year
