Description Big D, with a population of 1.2 million, is actually Texas' third largest city (behind Houston and San Antonio) and the nation's ninth largest. The city operates through 14 districts, each represented by a council member, and about 40 city departments including the Trinity River Corridor Project, the Dallas Zoo, and WRR Radio. The City of Dallas has an annual budget of $2.7 billion dollars which it spends on upgrading the city's communications system ($12 million), neighborhood arts programs ($8 million), and a wellness and recreation center in partnership with Baylor University ($2 million). The city is home to Southern Methodist University, the Dallas Market Center, and the Dallas Cowboys.
