Key leadership positions often rotate every four years with expats from Japan, which means U.S. staff frequently advance into leadership roles by attrition rather than through demonstrated excellence. Unfortunately, this has resulted in mediocre leadership that lacks vision. HR leadership in particular is inexperienced at the senior level and struggles with strategy, communication, and employee advocacy. Instead of being a partner to the business, HR often functions more as an administrative arm, which undermines trust and limits growth opportunities.
